Looks like SFO. I worked on the docks there before. You have to wait for a plane to land then rush out to iirc the 12th portion of the dock before the next plane lands or you could get in trouble. Each section that T’s off is a number. And the gaps between the boards are not small. It’s recommended to tie power tools to your wrists so you don’t lose them in the water
