He’s probably out on work duty or something with the cop.
Think how amazing it must feel for this guy to stand in the fresh air and do something as “normal” as fueling a car. Maybe the cop let him do it as a bonus.
Remember, not everyone in prison is an evil, sadistic murderer or rapist. Some of them made some really, really dumb mistakes and have to face the music, but being in prison doesn’t necessarily mean you’re a bad person.
E: okay guys, he’s in jail, not prison. maybe headed to court. you all can stop telling me that now :)
