Reminds me of Final Fantasy VII where you had to decide if you wanted to take steal 5 gil in a drawer from a (sleeping) little boy in the slums.
If you don't take it, you can get a Turbo Ether from the boy a little later in the game. I believe you are required to search the drawer and actively choose not to take the money for this. If you do take the 5 Gil, you (make the poor boy cry when he wakes up and) get nothing later on.

If at the end of the game, it showed the consequences of stealing from the random shopkeeper, through cutscene, then absolutely.
