I remember one time my school closed down about all the main bathrooms because kids were vaping in them, also during lunch you would get detention if you used any of the restrooms, people were so pissed about this that they stopped showing up to school.

This is a public school, and therefore must conform to local building codes. Depending on the state, the inclusion of dividers for toilets is an absolute requirement, not only for privacy, but for sanitary reasons and accessory installation requirements. Where they are TRULY in the wrong is impeding on the civil liberties of disabled minors, and that is a federal law called 'The Unruh Civil Rights' act (pronounced "un-roo").

This school is begging for an ADA and civil rights lawsuit to happen. It makes no difference their intent in doing it. Violation of ADA and civil liberties is the fastest way to lose any court case.

Source: I'm a Project Manager for an Architecture Firm in California, and I have 18 years experience in the field. Clients try to save money on stuff like this all the time... or worse, they come to us to upgrade their facilities in order to stop a lawsuit.
