Get some chicken wire and put it around the fence at the bottom. Cut it roughly 18" wide, tack 4-6" onto the bottom of the fence and bury the remaining 12" into the ground so he can't dig under the fence.
Will cost you less than $50 for materials and tools, definitely worth it to keep your little hotdog from running into the street.
