I believe with the holes on the front, it’s a lawn ornament with a motion sensor that makes sound when activated. The previous owners probably had issues with birds or squirrels trying to get in the vent cover and used what they had to scare them. The rope is just keep it in place in case wind/rain might slide it down.
Edit: if you look at the back of it or on the bottom, I bet there is a compartment for batteries.
