This also happened on the movie Fanboys. The production team reached out to the local garrison where they were filming to see if they could provide 3 costumes for them. In lieu of being paid they were given roles as the trekkers in the birthplace of Captain Kirk scene.

They used a lot of Civil War re-enactors for the movie Gettysburg. Those people probably have stricter costuming rules than the costume director.

That was a big part of the filming of Lord of the Rings in New Zealand. Everyone in New Zealand knows someone who worked on it. For example I remember they needed to gather every person with a horse for some of the scenes.
