I think SE was worried that Arthars' fans would harass the victim.
Imagine doing content, not knowing one of the players are streaming and berating you online. The next moment, you get harassed with hate messages from the streamer's fans.

Basically Square Enix could take action outside of the game since the rule changes earlier of this year. They just haven't enforced it until now.
