I think the key word for why it's not more is 'trainees'
The trainers were fired, the trainees all have been suspended without pay.
I'm assuming that argument being had is 'The Trainers told us to do this, and we're brand new, so we thought we'd lose our jobs if we didn't go along'
They've apparently interviewed 50 other people at other facilities too, but the stories on this does make it seem like they're genuinely going after this and are dotting all the i's
