IBM did, back in 1987. It had a new processor*, new bus architecture, and new OS. But it was proprietary, and the rest of the industry decided to iterate on the existing platform instead. However, many of the PS/2's innovations ended up adopted by other manufacturers in one way or another, including those little round keyboard and mouse ports some of us still use today.
* New compared to previous IBM models, though Compaq (IIRC) beat them to the punch on it.
