I want to edit my comment to note that this isn’t the only reason for such limits. There are legitimate(ish) reasons to have such a limit.
But in my 12 years experience, any time I’ve encountered such a limit, it had bad security practices written all over it as the cause

Blizzard still does this with Battle.net. It has maximum length of 16 characters AND IT'S NOT EVEN CASE SENSITIVE
