In my experience - Dave asks for help, and they hire an Assistant supervisor to help the Supervisor manage Dave's time.

And before Dave gets fired:
"We're concerned about the progress on the hole-digging project. We'd like to haul Dave up out of that hole and put him on conference calls for four hours a day to discuss the project schedule and ways we can improve the timeline."
