Disagree. Dead silence in its state right now, is too good that if it was a perk, literally everyone would run it: faster movement, and basically no foot step noises. No one would be able to hear the enemy. If it was nerfed a bit, then it would be a good perk.
edit: This video compares footstep sounds with and without Dead Silence. So let's say Dead Silence footsteps are at 0% volume and normal footsteps are at 100% volume.. A good starting point nerf, I think, would be if footsteps were at 30% volume while running (and maybe adjust the range at which you start hearing footsteps to be closer) and 0% volume while crouching/aim walking, along with completely removing the speed boost, which is negligible anyway. This would make it a good perk, in my opinion.

It’d be ideal if dead silence was a perk in the same slot as overkill. That would be interesting.
