This is old AF and IIRC the school district and foster care system told them they aint got shit to actually do what they threaten.
Foster care for that area demanded a cease of those letters and publicly told everyone that it wouldnt hold up in court.
They sent the letter to pressure and scare poor families into paying their owed money knowing full well that without actual abuse or neglect no judge would allow them to prosecute or take away the kid.

That makes absolutely no sense. Keeping a child in foster care costs much more money to the government than simply feeding the goddamn child.
