Considering this is illegal, Yes. They're bragging about committing crime on social media, and providing photographic evidence. Also, it takes an asshole to shoot neighborhood cats.
Edit: Where they live is public knowledge. Instead of just asserting that it's legal to kill feral cats, reread the post, the reasons behind the killings, and look up the fucking laws for yourself. Laws don't magically match your feelings or gut instincts.
Ok, they have been reported to the police, maybe I should've added that to my post originally. She has also deleted her Facebook account since. His is still active but it's a private account.
