It’s nominated in the Best International Feature Film category, previously known as the Best Foreign Language Film category.

That category title change was made this year, so it’s likely the rules regarding the category will change. Current rule for the (previously named) Best Foreign Language Film category requires submissions to have a predominantly non-English dialogue track. For what it’s worth, a film from any country (outside the US) with majority English dialogue, such as Lionheart, would be disqualified from competing.

This has nothing to do with colonialism, but everything to do with the submission eligibility rules.
