The Republicans held many closed door hearings after changing the rules that would have prevented them from doing so. Some of the Benghazi hearings were among these. The Democrats are making use of rules that Republicans changed.
In addition there are already Republican members of congress present in the hearings. They are members of the 3 committees that are conducting the hearings.
