I have a neighbor who is constantly hounding our property manager and the town about drainage. I got into an argument with him the other day because he keeps trying to recruit me to help him. He doesn't understand that when we have storms with flash flood warnings, there will be water and it will take a while to drain away. So even if the drains were perfectly clear, it takes time for all the water to move out of the system. He never takes pictures of what he claims are 2 feet of water in the parking lot. And he doesn't seem to understand that I can literally look out my window and see that spot, as well as having to drive through it during those times, so of it was really that high, I damn well would know it.

To be fair, my town has city officials that drape jackets across puddles as you approach them.
