Is this fresh from the store? Many stores alter cacti to make them look "cooler", and sometimes those alterations kill the plant. Please take good care of it!
It's a artificially painted cactus, sometimes the paint actually does harm the cactus even though it will come off over time. I hate that the nurseries these cacti come from do this shit and glue fake flowers to the cacti in hopes to sell more. This one is a Arizona snowcap cactus, much prettier without the blue paint.

if this is from walmart it is dyed like that and new cactus pokeys will grow white
