Okay, no. Use your head. That car is likely abandoned or soon deemed to be by the city. You must continue to cite the vehicle so the city will be allowed to get the vehicle towed without impacting the owner unless he's parked in front of a hydrant which he likely isn't since there's a tree right there. A citation doesn't automatically mean you have to pay a fine. All a citation is is just a record of the state communicating with you. Violation charges are determined by if the reasoning for the communication is based on a violation. There's such things as "fix it tickets" which have no fines nor penalties.
