Clinton was responding to Giuliani's interview on CNN the previous night in which he said "of course" he asked Ukraine to look into Biden, the current Democratic presidential front-runner for 2020.

The former secretary of State and 2016 Democratic nominee also appeared to be referencing one of Trump’s 2016 campaign stops in which he encouraged Russia to look for Clinton’s emails from a private server.

“Russia, if you're listening, I hope you're able to find the 30,000 emails that are missing. I think you will probably be rewarded mightily by our press,” Trump said in 2016.

In 2016, while he was vice president, Biden threatened to withhold $1 billion in U.S. loan guarantees unless Ukraine removed a top prosecutor, The New York Times reported.

The Ukrainian prosecutor, who was later voted out on corruption allegations, was looking into an energy company whose board included Biden’s son Hunter. While Joe Biden did push for the prosecutor's dismissal, the move reflected the position of several other Western countries.

Giuliani said last month that he had spoken to a Ukrainian official about Biden’s reported role in the prosecutor’s dismissal.

"The only thing I asked about Joe Biden is to get to the bottom of how it was that Lutsenko ... dismissed the case against AntAC," Giuliani said, referring to former Ukrainian prosecutor General Yuriy Lutsenko and the Ukrainian-based Anti-Corruption Action Centre.

IMO this is significantly worse than 2016. He tried to extort a vulnerable country by threatening to withhold US taxpayer funded aid, appropriated by congress, for his own reelection ends. It's like Trump is going for criminal activity bingo.

Not just "asked"; he tried to use leverage (provided by US taxpayers) to pressure them into it.
