The artist is unknown (some say by an artist called NoNose), if you look for 'London bus stop potato art' you can find many more articles written about it.
No idea he was still doing these. First time I saw one was like 6 years ago. He's on some mini documentary talking about them too (which may of been linked I haven't checked but I also can't find it)

They are said to be the work of a man calling himself No Nose. In the style of Banksy and other street artists he is secretive about his identity.
