I'm actually working on an ATM right now, so this post caught my attention. The grooves on the top of the reader made me think that OP had inadvertently broken off a piece that is supposed to be on the reader, but upon more research, this indeed looks like a card skimmer. Good job, OP.

This reader is a Gilbarco M02136B001 Encore 300/500/S or similar compatible reader. The grooves are supposed to be exposed on the top. Here's a news story about a skimmer on the same or similar style reader.
