Pretty meaningless. What kind of conflict are we talking? All out war, an angry Tweet from Trump, sanctions, a spy taken prisoner, proxy wars in the Middle-east, etc, etc. Kind of matters.
I mean If you give people the choice to chose neither they will most likely say neither. Most people generaly don't want any conflict, so If you give them the choice not to intervene.
Not to mention they did not specify the scenario or the conflict.
