I live in SF, and this type of thing happens all the time.
It often happens like this: Someone pitches a tent in front of a residential house, and the first time the parents have to walk their kids past a bunch of junkies they've never seen before just to leave their house, patience has already bottomed out. They call the police or other services, but if the police don't do anything, the local residents sometimes destroy the tent(s) themselves.
Obviously this is a failing of society in general, and slow, defensive local politics don't help.

For a second I thought they were pissed about the fact the someone fixed the perfectly good doggy door in the tent. Then I realized I am stupid.
