someone did that to my cat when in was a teen. I saw a kid doing it one day and shot him with my bb gun, his mother laughed... he didn't like the way it felt
That looks like bird shot, not pellets. One shell of bird shot has about 400 bb's in it. One of ops comments says most of the bb's are centered around the dogs butt, which still means someone shot this dog running away. Most likely this dog was shot once and not used for "target practice."

Could be a single instance of birdshot. More likely, I think. Some of these BBs are too close for me to believe someone shot this dog 24 times.
