This is fundamental kid psychology: If you want them to do some homework that would take five minutes ("Write three sentences about...") they'd rather spend an hour arguing with you to avoid doing the five minutes of work. Kids just can't grasp the idea that there are diminishing returns if they put so much effort into avoiding a brief task. There's no way to convince them of this; it's just a developmental stage that you have to wait for them to outgrow.
My stepson did this very thing and we just gave up on monitoring it. Instead, we pulled his barber aside one day...cute 20 something girl...and asked her to tell him his hair was greasy and gross (it was) and he needed to wash his hair.
Bam. The kid takes showers at least once a day now, no issues

My little sister hated brushing her teeth. She'd brush the edge of the sink so there would be brushing sounds coming from the bathroom.
