Okay so Sri Lankan here. This was built by king Kashapa son of king Dathusena I think. It was intended as a fortress to protect himself from his brother Mugalan( I'm not completely sure as I didn't brush up on this in quit a while). As far as I know no slavery was involved. If your interested you should really reseach about the irrigation system they used. They were aware of Bernoulli's principal and used that the get water to the top.
