As someone who is trained professionally to wax, there's a genuine reason that a service provider would refuse. There is special training required to effectively wax the male genitalia without causing undue harm. Read: ripping the scrotum. It's pretty rare to find someone that can do a boyzillian well, simply because there is much less demand for it. Waxing is all about practice. This person should have sought out someone that was trained and qualified for it.

I mean, its just a complaint. I can complain Cheerios violates my human rights by only having female o's, doesn't mean it has any merit.
