Funny enough this is actually accurate. In the declassified Moonspray Operation (not to be confused with the similar Operation Seaspray; this one lasted longer and had different effects), the US government in 1967 prepared for raids in both Vietnam and in classified government sites on US soil by creating literal "gay bombs" that were essentially just a weird mix of hormones. The goal was to alter your muscular and skeletal composition to make you fragile and thus a worthless soldier, but they also thought the side effect would be homosexuality.
The end result wasn't necessarily homosexuals or weak soldiers, but civilians living near testing sites began developing extra genitals.
