Except for some interior stairs and some retrofitted safety and stabilizing additions, the inside of the Leaning Tower of Pisa is smooth marble.

This 3D scan shows where the stairs are in the structure.

In 2008 there was a restoration that took place and now there are lead counter weights on the non-leaning side to prevent it from sinking anymore. When asked if they would like it straightened the people of the town said, they would much rather see it fall over then be straight

It's empty because it's a campanile (a bell tower).

The bells were removed in 1990 to alleviate some weight due to the tilt worsening. The removal was part of multiple efforts to stabilize the tower over the following decade. It was declared stable in 2001.
