Breaking Bad did it to visually distinguish Northern Mexico from New Mexico since both look identical IRL and the show was shot entirely in America. Also made the Mexico scenes feel more gritty because of the prevalence of organized crime.

GTA did the same thing with San Andreas to get that gritty look.
