There's a Snopes article on this if anyone is curious. The law didn't pass. Basically it would have legally defined a fertilized egg as a "living child," effectively banning abortion. Additionally there is a preexisting law in Texas that allows the death penalty for murdering a child under 10 years old. Combined, this gives you a legal case for defining abortion as murder of a child under 10.
