I absolutely cannot understand going to the trouble of bagging poop, to just throw the bagged poop somewhere random later on your walk. It would actually be better to just leave the poop. I imagine these people just want to look like they are doing the right thing in a busy road/park and then get rid of it when no one can see how scummy they are. They are such scumbags.
We have two overgrown bushes in our yard. getting full landscaping so we are taking care of it and let our neighbors know. Well, discovered a woman likes to bag her dogs poop and throw it in our bushes. We have a small neighborhood. It's not like it's difficult to hold onto the bag for another few minutes.
