Every issues listed should be solved through long term policies, not just by throwing money at stuff. Paying for the reconstruction of Notre Dame means lifting a huge burden off of french taxpayers. The French government would have to cut public services' funding just to re build a church. We should push for higher taxes on higher incomes instead of higher donations from rich people.

France has a lot of social programs that focus on helping the poor.

~10% of France's GDP comes from tourism.

Notre Dame helps bring tourists to France.

So, rebuilding Notre Dame asap and keeping it in excellent condition will help France's poor for decades, if not centuries.
