Not really, before industrialization japan was one of the weakest countries in the world. When Mathew perry forced his way into a japanese port, despite their closed door policy, he was met by samurai wielding swords. Perry had guns, steamships, and canons. However, after this event forced Japan to open up to the west, they industrialized, and almost flawlessly at that. This helped them quickly morph into a world superpower
