Someone please correct me if i am wrong but the Quran at no point requires a head covering at all. only that men and women dress modestly.
it is a countries culture that determined modesty is best attained through the use of a head covering.

All Catholic women wore veils at mass until 50 years ago. Not just nuns. Lay people too. It was mandatory.
