Edit: Thank you all for your thoughtful responses. My friends agreed it’s time to go down to the police station to just have a chat and see what they say. I’m not sure exactly when they plan to go but once I hear more I’ll update again. Thank you.

Hi all. Apologies if this is not the right sub and for how long winded I am here. I just got home from a game night at my friends house and am a tad shook at what they shared with me.

My friends moved into their single-family house about 6 months ago. They’ve met all the neighbors including the guy next door. The guy next door (elderly) does not occupy the house, he lives with his wife locally in another house. He supposedly inherited this (next to my friends) house years ago and has stated to my friends that no one lives there. He stated he may eventually get it ready for sale.

Anyways, my friends noticed that he comes and goes frequently. He never ever turns lights on when he visits even at night. The windows are covered save for two on one side. The home is dilapidated but not overgrown enough to report it. My friends just got one of those video doorbells about a week ago and started tracking his visits. Three times every single day at the same times: 6 am, 1 pm and 6:30 pm he visits. The camera can only see him pulling in the driveway and leaving 5-10 minutes later. I watched him myself this evening and he had some food/Tupperware bowls. My friend stated she has seen him go in with milk before. But again the camera is not pointed that way so we can’t see what he’s bringing or leaving with on every visit (yet).

So obviously we are wondering what the heck this guy is doing there three times per day going in and out with food and no one lives there and the lights are never on.

My friends have started documenting comings and goings but haven’t taken further action because they are unsure if anything can be done anyways legally. It’s his house he can do what he wants right?

Is there anything the cops can do? Welfare check while he’s there? Is it worth it for my friends to do anything? What would you do and what’s possible legally?

Oh god, all I can think of are those cases of men keeping women locked in their basements or storage buildings... that's really scary. I kind of hope it turns out he's just a bit senile and/or feeding house fairies or something. :(
