Most super market carts in Europe need a 1 euro coin to be released. It is an incentive to return your car back after you are done with it. Maybe this area in the picture would benefit from such a system.
Saw a guy leave his cart behind his car recently. Not sure if he actually forgot it or what but he got very angry when he backed his new car into it. He got out and moved it but still didn’t walk the 15 feet to put it in the corral.

I don't get why people wouldn't want to put them back, I love the satisfying sound when you push a trolley into a stack of others
