Net Yaroze. This was a hobbyist devkit sold to consumers. It had some limitations. Actual devkits were PCs with special ISA cards, with testing/debugging on blue playstations. https://www.retroreversing.com/official-playStation-devkit
That's not a real Net Yaroze. It still had all the standard markings and it had a matte finish. A devkit or "debugging station" used by the developers was either a Green or Blue colored standard Playstation that read burnt discs and was region free. I actually found one almost 10 years ago at a garage sale of all places.

We had a blue dev PlayStation console stolen from us at an E3 due to the piss-poor design of our kiosks.
