Net Yaroze. This was a hobbyist devkit sold to consumers. It had some limitations. Actual devkits were PCs with special ISA cards, with testing/debugging on blue playstations. https://www.retroreversing.com/official-playStation-devkit

EDIT: Since there seems to be two different hacked up dev kits that made news for being so exceptionally fucked I'd like to clarify that I'm actually talking about the super rare "Alpha tower" and not the more general release style ones

That's not a real Net Yaroze. It still had all the standard markings and it had a matte finish. A devkit or "debugging station" used by the developers was either a Green or Blue colored standard Playstation that read burnt discs and was region free. I actually found one almost 10 years ago at a garage sale of all places.
