Oscar is actually part of a larger Grouch community in the Sesame Street universe. The Grouches live in trash cans and have a trash based economy (I got most of this from Sesame Street ep2399, the Grump tower one). Lily's family, the new character, lost their apartment and had to jump around to friends homes for a while. Sesame Street is and has always been, the JAM
