I'm gonna guess it's a public facing position and someone has been pushing their luck with how lewd their hentai or how violent their horror movie/game wallpaper can get before management says something. Of course it's difficult to single someone out in case of legal action so easier to just blanket rule everyone.
Had a MILDLY questionable desktop once. I think it had a soft curse word (‘damn?’) in some text on it. Got a talking to from a member of the corporate old guard, same person who took pride in explaining the very sexually suggestive meaning to the personalized license plate on her Cadillac to anyone who would listen.
