Ursula was still the villain. Even without her voice Ariel was on track to getting the prince to fall for her until Ursula cheated and put him under a spell.
Y’all forgetting Hades keeping his word thorough the entire movie while Hercules actually goes back on his word in the third act. Disney’s oddly anti-contract despite how much they love ironclad ones.
