My high school did this my senior year. It was more for the police department to test their response times and procedures but they still used blanks.
I actually volunteered to be one of the "victims" which meant I just laid still until the cops cleared the scene. Apparently it went well since the police chief realized their response protocols were absolutely terrible.

My mom went through this at her school with rubber bullets instead of blanks before the students came. The cops put on an active shooting drill. She just started at her school this year so she didn’t really know anyone else or the layout of the building.
There’s a secret command room in the building that all the security cameras stream to and they had the principal in there trying to tell the teachers where the “shooter” was while they tried to escape.
They also did the standard barricade the door and throw things. Most of the teachers got shot that way. The teachers had foam balls to throw at the shooter, but one got too into it and hit the cop over the head with a clipboard.
Edit: possibly not rubber bullets. Not sure exactly what it was all I know is she ended up with a large welt on her ankle
