So, my b's a dog trainer and he says that some police dogs actually do this, either out of empathy or a disconnect between seeing an unpadded target when they only ever train with padding.
Reminds me how some dogs were trained to carry bombs and drop them under enemy tanks. But they only used ally tanks when they trained, so the dogs kept running to the ally tanks.
