The guy I never bought weed from in highschool had this same sign but with a picture of a yorkie on it (they're tiny).
He did have a yorkie (they're really fucking tiny). He also had the biggest german shepherd i've ever seen and trained it to sit by the door but not bark when it heard someone knocking on the front door (the yorkie would go nuts). It would scare the shit out of anyone who'd never been in that house before.

I think that's a "don't sue me" sign. If something happens to you because you ignored the sign it is your fault.
The police told us to put up a sign like that when our dog allegedly bit someone in our own garage (when I was a kid).
I know I am over-analyzing a photo of a cute dog.
