I see this a lot in Texas. There’s some species of cactus that doesn’t have spikes (I assume they grow that way and aren’t just trimmed cacti). They’re used a lot in public landscaping, I think that’s what these are.
Those are spineless prickly pear. Though they don’t have needles, they can still be irritating if handled improperly. So not the worst idea, but definitely not the best.
