It doesn't make sense but we shouldn't have to decide what it really does. Obviously if you shrunk down to the size of an ant like Scott with the particles. There's no way you should be able to jump to someone's face and punch them. And the punch would probably feel like a tickle. If Scott had his weight and strength as an ant. He'd probably just be able to jump on a shoe. I'd like to think of the pym particles as a magic force of energy that breaks scientific laws, shrinking you and giving you super powers.
