If you want to see this happen in your country, then lobby to do what the Japanese do: make it public policy to have students clean their school. Japanese students start cleaning the school in first grade, and participate all the way through at least high school. This happens in pretty much every school in the country, as far as I know. From there, the entire Japanese philosophy of shared responsibility is put into action. They do better than almost anyone in eliminating the tragedy of the commons.

Y'all just need to start picking up trash as you see it in all places. Just because it is somebody else's mess doesn't mean you can't pick it up.
